Belarus is on the slow and long road away from economic stagnation, and in coming years the country will be looking to increase GDP by a fair amount. Whilst the property market is not currently open to foreigners, there is a good chance that liberalisations in the law will come about as the country moves to be less Russian-centric. If these changes do come about it will mean a brand new market with massive potential for investment and capital appreciation. Unfortunately for now this is mere speculation, as the market is closed to all except those living in Belarus permanently, Belarusian nationals or Russian nationals. One to keep an eye on!
