Belarus fell into the same camp as most other Soviet Bloc nations – the state owned property and land, and the people merely used it. The independence at the fall of Communism saw liberalisations to the laws, but nothing on a massive scale. The inward-looking nature of the country means that foreign investment is not high on the government’s agenda – though a movement went through allowing foreigners to purchase land and property in the country, so far the only people falling into the bracket of ‘foreign national’ are Russian citizens.
